Anthony Downs’s book Inside Bureaucracy introduced the basic natural of control problems in bureaus and control processes and devices in chapter 11 and 12. Generally, control problems are happened frequent in every organization since contradictories are existing everywhere from perspective of philosophy. In his book, the control problems are divided into two categories which are labeled “Bureaucratic Bungling” and “Monolithic Power”. This two opposite traits are both related to the bureau’s internal control (Downs p. 132). Bureaucratic bungling is mainly talking about the reason of ludicrous errors which made by bureaus is it fails to coordinate its activities with other bureaus. On the other hand, monolithic power is being stated that the power is over concentrated in the hands of supervisor in the general bureaus or organizations then bureaucracy as a whole is often considered a threat to individual liberty in some extent (Downs p.132). Normally, the most part of power is controlled by government from citizen standpoint. However, as an observer who is getting close to the bureaus, the bureaus seem to be full of incompetents.

In this paper, the primary goal is to figure out the control problems in Michigan Coalition Against Homelessness (MCAH) and analysis the reasons why these problems stemmed in MCAH.

Organizational Structure

Michigan Coalition Against Homeless (MCAH) is a non-profit membership organization which for the sole purpose of delivering social services to homelessness. It formed as an association of emergency shelters, transitional housing programs, nonprofit housing and service programs, government programs and concerned citizens from across the state (MCAH). The Coalition's goal is to be the leading advocator for individuals and families who are homelessness or at risk of becoming homelessness in Michigan, along with the agencies that serve them.
