Introduction

In the assignment the following will be addressed in reference to the e-mail received by the Director of Social services. The response to the methods of procurement pursued by the Director; What procurement procedure to use to obtain best supplier for the two projects mentioned in the Directors e-mail; and if a competitive procurement procedure is used, whether it would be possible to use the negotiated procedure with prior publication of notice and the conditions which would apply to it.

1. Cleaning services response and correct procedure

In response to the Directors proposal of procurement in requirement (1), because the project exceeds the EU financial threshold, “the basic presumption in public procurement is that contracts will be procured using an advertised, competitive procedure that is open, fair and transparent, ensuring equality of opportunity and treatment for all candidates and tenderers.”(Sigma web, 2010). So the Director of Social services may NOT proceed with his proposed procurement method of this project. Even though there are limited occasions where no advertisement is needed, this situation does not fall under it. Even though the Director claims to already know of the three best contractors, a competitive procurement procedure will still be needed to determine the best contractor.
