PhD Abstract
E lectronic government (e - government) has established as an effective mechanism
f or increasing government productivity and efficiency and a key enabler of citizen centric services. However, e - government implementation is surrounded by
o rganisational, techno logical, political and social issues, which have to be
c onsidered and treated carefully in order to facilitate this change. C onversely, from
a n adoption perspective, e - government s ervices are yet to be universally accepted
a s a medium for accessing online public services since its inception more than a
d ecade ago.
I n terms of prior research into understanding the implementation challenges and
a doption factors, most existing l ite rature f ocus into either the implementation
c ontext or adoption context separately and no r esearch s tudies were found that take
a h olistic viewpoint of both implementation and adoption. F urthermore, o nly a few
r esearchers have explored and reflected o n t he i mportant factors that can impact e government implementation u sing well founded theoretical models or frameworks.
B esides, there is no universal model for e - government implementation and adoption
t hat is applicable for all countries to ensure success, es pecially for developing and
G ulf Cooperation Countries (GCC). T herefore, this thesis attempts to e xplore and
i nvestigate the key challenges that influence e - government implementation a nd the
f actors influencing citizen adoption i n the state of Qatar. By s i multaneously
