In comparing the use of information technology versus random patrol, I see the way. Initially, the random patrol was implemented in an effort to deter crime. If an officer is able to make their rounds in an unpredictable pattern, the threat of crime should be reduced. COMPSTAT is a tool available to the officer to give direction (or emphasis) to their patrol. With the advent of COMPSTAT, the officer now has timely intelligence not previously available. In order to effectively compare and contrast the application of information technology (IT) to optimize police departments performance to reduce crime than patrolling the streets. The term productive policing are the name given to “any policing strategy or tactic that develops and uses information and advanced analysis to inform forward-thinking crime prevention”. (Predictive Policing Symposium, 2010) In a world where technology is developing and evolving faster than it can be implemented, it is realistic to assume that the police force would adapt and use that technology to place them in a good position to be able to adequately and effectively do its job. One of the largest IT pitfalls of many businesses is having information isolated with departments. The police department is no different, they maintain many multiple databases. Rarely, in the past, were any of those systems connected. Information sources needs to be linked to police analytical systems. Poor information sharing can hinder and prevent effective and investigation. Now that technology advances within the department and policing systems get implemented it is equally important that staff gets the training, education and management to take full advantage of changes in IT.

COMPSTAT has four basic functions of input, processing, output and feedback. The first basis IS function is input, closely is easy to compare to COMPSTAT first principle because “at the core of each activity is the use of computer-generated and other statistical data that are...
