1. INTRODUCTION

The performance of hot mix asphalt is affected by both the properties and upkeep of the pavement. The type of asphalt, application time, and maintenance quality received by the pavements all affect the performance of the asphalt. Pavement deterioration resulting from traffic loads and environmental factors can be slowed down with timely maintenance applications. Postponing these maintenance procedures can increase the number of defects and the magnitude of those defects. As a result, the repair cost is much greater when these defects are corrected. If maintenance procedures are continually ignored, the life cycle between overlays and reconstruction of the hot mix asphalt are dramatically decreased. The consequence of this maintenance ignorance is an increase in the overall life cycle cost of the pavement (1).

In 1979, a report showed that deferred maintenance of asphalt pavements has a major impact on the economic aspect of asphalt rehabilitation. As shown in Figure (1), the required thickness of an overlay layer when it is applied after failure in the asphalt pavement is 5-3/4 inches. As shown in Figure (2), the required thickness of an overlay layer when it is applied before failure in the asphalt pavement is 2 inches. This results in an overlay thickness saving of 3-3/4 inches.
