Head Start Program

Head Start was written shortly after President Lyndon B. Johnson announced The War on Poverty in his State of the Union speech. Sargent Shriver began searching for a group of professionals that could come up with a child development program that would help meet the needs of disadvantaged preschool children. The experts he chose were, “Dr. Robert Cooke, a pediatrician at John Hopkins University and Dr. Edward Zigler, a professor of psychology and director of the Child Study Center at Yale University.” (eclkc.oh.acf) At the time the program was written the Office of Economic Organizations funded it.

Policy Stated Goals

Head Start’s main goal is to provide disadvantaged children with education as well as services. In order achieve their goals, they have narrowed it down into four categories they must focus on in order to be successful. These four categories consist of education, health, parent involvement, and social services. Head Start’s educational program is set up to meet each and every child’s needs based on community, ethical, and cultural characteristics. Each child should experience many different situations of learning in order to reach intellectual, social, and emotional growth. Head Start stresses the severity of acknowledging early health problems by placing each student in a health program. The health program consists of immunizations, medical, dental, and mental health. The program also contains nutritional services. Parental involvement is a huge contribution in order for Head Start to be successful. Parents are involved in planning activities, parent education, and operating activities. It is also important for parents to be active because they can witness first hand any problems their child may be having in the classroom. The last category they stress is social services. They provide referrals, emergency assistant care, and crisis intervention based on each family’s needs.
