* A bill is prepared, which set out the proposed alteration to the constitution.it is written as a constitutional alternation bill.
* The bill can be passed by either houses or one house twice.
* It must be passed by absolute majority (over 50 percent of the house).
* If either house passes the proposed change and the other house rejects it, or requires amendment that are not acceptable to the first house.
* After a period of 3 months it can be passed through the first house again.
People
* The Constitution can only be changed after a successful referendum, which is a compulsory vote on a proposed change to the wording of the Commonwealth Constitution.
* All of those elector who are require to vote for the election of members of the of representatives in each state and territory must vote on the referendum.
* The Australian Electoral Commission sends information to every household that explains the proposed and provide arguments for and against the proposed change
* For referendum to be successful, each referendum question must satisfy the double majority provision
I. A majority of voters in the whole of Australia(50+1) must vote yes
II. A majority of voters in a majority of states(50+1) must vote yes
Governor General
* If a majority of voter of voters in the whole of Australia including territories vote Yes then royal assent is given by Governor General
* If a majority of voters in a majority of states vote No to either of these change take place
