Discuss the concepts and building blocks of today’s data communication networks, such as switches, routers, and cabling

The building blocks of the network are the switch, routers and cabling. The network switch serves as a controller enabling the devices to connect to each other usually the switch expand the network to a corresponding area. The router servers as the major distributor of the network it is connected to the main server to distribute the network. Cabling is also important because in this way you can connect devices and allow them to meet and talk to each other, the most common cable use to connect the devices is the UTP cable that allows the router switch and computer to connect to each other.

Discusses the terms latency, response time, and jitter, and describes their effect on network performance

The terms of latency allow the network to defined the amount of time of each packet transmit on a network. Like for example latency check the packet that transmit to the end to end point destination of a device. The jitter is any deviation or the signal pulses and the terms of amplitude and usually it is the way communicating across the network.

Describes strategies to ensure the availability of network access in switched and routed networks

In designing a network you need to ensure that you already identify the requirements of the network and employing the use of high speed bandwidth. All the router, switch and cable should be properly designated on proper place to distribute the network correctly and faster.
