The diagnostic instrument that should be employed in the case of offender 1 is the Offender Assessment System (OASys). This tool’s aim is to assess the probability of re-incarceration of the offender. Offender 1 has been incarcerated before and thus, by application of the OASys, we can assess his/her risk of recidivism and also determine their specific criminogenic needs. On the other hand, the Level of Service Inventory-Revised (LSI-R) is the diagnostic instrument that is appropriate in the case of the Offender 2. This is because; the criminal cases are petty and can be more easily controlled. Additionally, the offender has no record of incarceration or very serious criminal activities thus making the application of OASys inappropriate.

In my feeling, there is need to find other tests that could build on the weaknesses of the OASys and LSI-R diagnostic instruments. One of the weak points of OASys and LSI-R is that the information so obtained could be biased and sometimes fake. A criminal may scheme their answers aimed at winning the trust of the assessors so that they may be declared safe to live with the public. This is not desirable. With the introduction of a test technic that could analyze the truthfulness of the information so obtained, more viable conclusions could easily be made.

The answer to the question on whether either of the offenders could be rehabilitated is yes. The Offender 2 could be quickly restored. This is because; this offender has not gone deep in the committing of criminal activities. Offender 2 is just but a newbie. Moreover, from the kind of crimes that he is seen to commit, we can conclude that he is unemployed and try to find some means to feed his family. With the correct guidance, this offender could get back to his senses and open his eyes to see the many opportunities that are there for his survival.
