JOB DESCRIPTON FOR A PROVINCIAL MANAGER

Support and manage project-based management structure to ensure that daily operations of field activities

are effectively managed and efficiently run

To provide leadership and guidance to branch offices and staff for smooth implementation of the policies and projects

To ensure that targets as approved in the quarterly work plans are being achieved with the minimum

Programme standards agreed with the teams

Monitoring and Reporting

To visit branch offices regularly (at least once every two months all branch offices) to assess programme

Implementation and provide feedback in relation to achievements, shortcomings, and recommendations for improvement.

Ensure that good quality reports on all programmes are sent to the head office as per the required deadlines.

Financial Management and Budgeting

To support head office in preparing provincial programme budgets, working closely with Finance and

Administration and other support functions both at the province and head office level

To monitor actual expenditures as provided by Finance and Administration against budget forecasts and

phasing and keep track of budget variances, ensuring timely actions are planned and executed to address

over/under spend issues

To ensure overall programme cost effectiveness and efficient utilisation of funds at the province level

Responsible for ensuring financial management controls are effectively practised at Provincial and district

Offices

Applying and promoting cost effectiveness and budgetary transparency and accountability

Staff Learning and Development and Peoples Management

Support the Human Resources Department in Kabul, in development of a staff L & D strategy and plan for

the province; ensure that this plan is well resourced and effectively implemented to achieve high quality delivery of approved programme strategy – using diverse L & D tools (e.g. exposure visits, shadowing, job swap, secondment,...
