The Gartland Steel
Gartland Steel, a fully integrated steel producer has nine plants in the US. Gartland had led the industry in method and product innovations. Gratland had also led the industry in both sensitivity to environmental questions and in actions to alleviate pollution. It is imperative to mote that gartland had spent 85% of 300 million on pollution control even before the pollution measures were in effect.
Dan Crossan, Director of Environmental Engineering at Gartland Steel, has been promoting the new “bubble” method of determining air pollution emission compliance for industrial plants. He has asked Jay Peeler, Senior Project Engineer, to give him the background information of the production process at Salem’s plant. This is because Environment Protection Agency had enforced air quality goals and Gartland was now under pressure to cut the emission from its plants. There were two policies under which the reduced emissions could be considered. Firstly, the offset policy allowed firms to trade pollution rights within the “non attainment” regions. Secondly, under the bubble policy, a firm will be free to decide on how to bring the net level of pollution down for the entire plant.
