SUBJECT: Request for Waiver of Non-statutory MILED Requirements for CPT Johns Alan T.

1. Request waiver of non-statutory MILED requirements based on extenuating circumstances. I am below the zone for consideration by the 2013 Major promotion board. I meet the requirements set forth in paragraphs 4 and 5 of the MILED waiver policy memorandum dated 24 May 2010.

2. I have not been able to complete phases 2 and 4 to date because I am deployed in Afghanistan and am unable to attend the resident phases of the Engineer Captains Career Course at Fort Leonard Wood, MO. Enclosed are documents for the completion of the distance learning portions of the course, phases 1 and 3 of the Engineer Captains Career Course. I have ATTRS reservations to complete the remaining resident phases of the course (phase 2 start date of 09AUG2013 and phase 4 start date of 23OCT2013). I have enclosed a copy of the reservation confirmations for the remaining two phases. I have also enclosed copies of my OCONUS orders to document the required 12 months of deployment time within the last 36 months preceding the board's convene date.

3. I request a MILED waiver, based on my current deployment in support of Operation Enduring Freedom and my ATRRS reservation for Phase 2 of the Engineer Captains Career Course.
