The aim of this essay is to discuss the problems associated with policy evaluation. In an attempt to do this, the paper states what policy evaluation is and also looks at the need for policy evaluation. It will also explain why there is usually lack of evaluation results utilization in practice or in other words why the results of the policies evaluated are not put into effect. To start the discussion, the question “what policy evaluation is” should be answer.

Policy evaluation is the final stage of the policy process and it is concerned with what happens when a policy is put in place, that is, the worthy of a policy or program. It is the assessment of the effectiveness of the programs in meeting the objectives of the same. Deleon (1999) states that “policy evaluation is a systematic process for assessing the design, implementation and outcomes of public policies” Policy evaluation is conducted for checking the effects of the policies of respective ministries and for evaluating the policies in terms of necessity, efficiency and validity to improve the planning and implementation process.
