香港房屋新政策 重點︰ 居有其所

公屋承擔

• 未來五年約有七萬五千個公屋單位落成，確保平均輪候時間三年的承諾兌現。

新居屋計劃

• 提出復建居屋新政策，對象是每月收入不超過三萬元的家庭，提供實用面積約四百至五百平方呎的單位，以可負擔的樓價出售，初步估算為一百五十萬至二百萬元。

• 由二零一六/ 一七年起四年，共提供超過一萬七千個單位，首批單位於二零一四或二零一五年預售。

「置安心」可租可買

• 「置安心」計劃除先租後買外，亦提供可租可買的選擇。以單位開賣時的市價作為「封頂價」。

充足土地供應

• 確保供應的土地每年平均能提供約二萬個私人單位、一萬五千個公屋單位及五千個新居屋單位。建立政府土地儲備。

• 多管齊下開拓土地，例如釋放工業用地、探討在維港以外進行適度填海，及檢討「政府、機構或社區」用地。

立法規管售樓

• 就立法規管一手住宅銷售，以白紙草案諮詢公眾，爭取明年完成立法。

樓宇安全

• 立法加強對樓宇安全的管制，包括把「劏房」通常涉及的工程納入小型工程監管制度。

舊區重建

• 活化工廈措施延長三年。

New housing policy of HK – summary:

Provide public rental housing

Complete construction of about 75 000 units in the next five years and meet the pledge of an average waiting time of 3 years.

New Home Ownership Scheme

Launch new Home Ownership Scheme targeting families with monthly income no higher than $30,000. Flats with a saleable floor area of 400-500 square feet to be sold at affordable prices, initially estimated at $1.5-2 million.

Supply more than 17 000 flats over four years from 2016-17. First batch expected for pre-sale in 2014 or 2015.

Enhance "My Home Purchase Plan"

“My Home Purchase Plan” to offer a "buy-or-rent" option apart from "rent-and-buy". Initial market selling price will be the ceiling price.

Sufficient land supply

Ensure supply of land to support on average 20 000 private residential flats, 15 000 public rental units and 5 000 new HOS flats a year. Build up a government land reserve.

Multi-pronged approach to expand land resources, e.g. release industrial land, explore reclamation outside Victoria Harbour,

and examine the use of "Government, Institution or Community" sites.

Regulate sale of residential flats

Introduce a white bill to consult the public on the regulation of the sale of first-hand residential properties. Strive for passage of this Bill next year.

Building safety

Legislate for more stringent control over building safety, e.g. extend the Minor Works Control System to cover building works...
