Introduction

Hallington Utilities Services distributes electrical power to customers in the municipality of Hallington and the surrounding rural areas in Ontario. Several years after the incorporation of Hallington Utilities Services, the Ontario government deregulated the electrical power market to remedy the effects of extremely high electricity generation rates for consumers. Due to the effects of deregulation, HUS decided to reorganize its business structure. Along with the reorganization of Hallington Utilities Services, the impending move to privatization would soon have effects on the structure of HUS. Marion Forbes, the recently appointed senior human resources manager at HUS has several issues to be addressed and decisions to be made. Many of the employees within all departments of HUS have their own individual concerns including those of job security, compensation, a possible union drive, and the list continues on. During Marion’s visit with the CEO and employees at HUS she managed to compile a list of several problems which in turn had an effect on the function of the organization as a whole. A lack of communication and proper planning or strategy added to the negative impact of all the issues present within HUS’s business operations. Marion faces the problem of developing a human resources strategy and deciding what processes, processes and systems needed to be halted, updated, or created to assist HUS in solving the issues that exist within the company. All the problems presented to Marion needed to be taken into account in order for her to develop a plan that will direct HUS towards stability and a successful future.
