Issue Identification
The issue in this case is that Sunny Grove Police Department is experiencing many internal problems, which reveals there is a lack of sufficient bureaucratic control systems within their organization.
Analysis and Evaluation
The Sunny Grove Police Department the obvious It is apparent that each of the three companies are in total different markets, vary with different levels of success, practice different operating techniques and have different organizational structures.
Delux Machine Tool has been successfully operating for 40 years and has a basic functional structure consisting of Production, Finance, Research & Development, and just four salespeople in four different regions. Delux has a specialized line of products, but have just recently developed a potentially significant new product called RoboTool. Although I.M. Tycoon and the Director of Research believe RoboTool has great potential, the Director of Production thinks that "RoboTool is a high tech toy that will be expensive to produce, and will not meet market demand for a durable and proven product."; a couple of the salespeople are also doubtful of the product's success. Regardless of everyone's opinions, I.M. exercises his authority by hiring an engineer to be project manager for RoboTool.
My analysis indicates that Delux has a more centralized approach, with I.M. being the President making the ultimate decisions regardless of adverse opinions of lower management. My analysis also shows that Delux has structural differentiation. They have a simple structure that divides the labor and job specialization amongst a few departments, but also integrates the different units to successfully produce market leading products.
