As we know the borders of America have always been a challenge to secure form the days of the Rough Rider in the 19th century up until today. There have been many processes which have been used to try to ease the headaches at the border for people on travel trying to enter the country legally. The terrorist attacks of 9/11 had bought out new initiatives which were to try to stop terrorist from entering the country to devise another attack. Such processes as the Absconder Apprehension Initiative which was believed by Attorney General John Ashcroft to be one of the solutions that would help deter and remove illegal Absconder in the United States. From the knee jerk reaction this lead to many other problems for the government to try to ease over with our neighboring country Canada. The Cartels have been pumping illicit drugs for profit at an enormous rate in the most southern regions of the United States. Places such as Arizona-Sonora border south of Tucson has long been known as a pathway for Mexican migrants sneaking into the US, the flows of both migrants and drugs have grown far more substantial since 2009 (Corcoran, 2012). Even the technocrats have tried to contribute much to the cause as possible with the help of the Department of Homeland Security. The Technocrats who wanted to strengthen border controls intelligently knew what they wanted to do, but it was a long process (Alden, 2009). They needed to develop new systems to identify more accurately who was coming into the United States and who you had reason to be concerned about (Alden, 2009). The technocrats were able to devise a border management system which was later to be known as “Smart Border Action Plan” which would challenge each border from the north and south on vigilance.
