Process and outcome evaluation are the first two common areas of focus for the empowerment evaluation approach. (Yuen/Terao, 2003) The characteristic of process evaluation is that they provide a quantitative description of how the program was carried out. Documenting and monitoring the planning, implementation, and interrelationship of the components of the proposed project are all focuses of the process evaluation. An example of a process evaluation would be a soccer coach for Coloma Community schools recruited players for a total of 75 hours for its next season. Another example would be that Coloma community Schools collected 300 pairs of socks for charity.

The characteristic of outcome evaluation is it evaluates the increase in a program’s effectiveness and it provides feedback on the program as well. The outcome evaluation will provide better understanding to the three key evaluation questions: effectiveness of intervention strategies, ATOD use and family capacity, and explicability of the project. An example of an outcome evaluation is the coach of the Hampden Sydney basketball team recruited 23 outstanding players during her 11 consecutive years of coaching. Another example is the coach contacts her former players to conclude their success.

Examples of Process Evaluation are:

1. Students and parents in an afterschool program fill out survey forms to indicate if the program has helped them in ways that meet specific goals.

2. Regular classroom teachers help children in an afterschool program and fill out questionnaires about their program elements.

Examples of Outcome Evaluation are:

1. The number of students dropping out of school goes down after the placement of the gaming testers program and more students also attend college.

2. School funding increased for afterschool programs from $5,000 to $15,000 after the placement of the gaming testing program due to the decrease in the dropout rate.
