What should Mel do at this time?

I feel now is the time for Mel to call Jack into his office and discuss his recent behavior and let him know he was seen entering the closet and exiting with the stench of alcohol on his breath. If the problem goes untouched it could result in Jack hurting himself or others at work especially if he actually is drinking on the job.

How should Mel handle the overall problem?

First I feel that that Mel needs to mention Jacks overall behavior and what was witnessed by himself and other employees. Second I think Jack needs the opportunity to tell his side of the story and the reasoning behind recent behavior. If Jack has personal problems at home that have led to his actions then Mel needs to explain to him that personal problems should not be brought in to the work place because it not only affects his work performance but the performance of those around him since Jack is acting out on his employees. Being that alcohol is thought to be involved Jack should probably be asked to take a breath or blood test. If the test is negative Jack should be sent home for the day or possibly suspended for a week to get his personal situation straightened out. If the test is positive Jack should be asked to resign; drinking on the job is unacceptable in any job position and causes safety concerns.
