B) Shifting to Cloud: an overall change in technology and mindset to implement

Introducing a new technology in an organization clearly takes time : it takes time to be implemented and to get efficient. Such an overall change can’ t be led in a second, and without a huge effort of adaptation.

First, the human factor is quite important in the difficulties to implement Cloud computing. Indeed, it is hard for employees to understand how it works and what the benefits are. Therefore, employees' know-how must be adapted and they must be trained to the new cloud technology : this process of employees getting used to Cloud is not immediate and needs efforts from both managers who have to explain and set in place the whole system and employees who must adapt themselves to it.

But more than a problem of qualification and ability of employees, it is also a problem of trust. Indeed, privacy policies are different from one country to another, but CSP are the same for every businesses. Consequently, people within the firm entirely dedicated to privacy protection obviously won’t agree to devolve these responsibilities to a third party.

Furthermore, there is a problem over boundaries service. Indeed, there is no regulation around CSPs and cloud computing: CSPs are not enough transparent about where is their data stored, how it is processed, where they declare their headquarters etc. Therefore there is a need of harmonization of these regulation, all the more since services and products are not taxed in the same way, and the boundary service/product is not clear any more (it depends of the level of competency of the CSP: Iaas, Saas…).

Finally, the problem is that data is detained by a small number of companies and that the access needs a connexion to Internet. Indeed, the important actors of Clouding are not numerous : Google, Amazon, Microsoft, Salesforce. For more security, for companies, there are private clouds, which are not shared.
