Proposal Preparation Plan

Abstract

This paper will analyze the evaluation section of the solicitation number 6HQOIG-12-A-0007 as issued by the U.S. Postal Service on FEDBIZOPPs on May 10, 2012. This paper will outline a condensed proposal preparation plan for SRI to effectively compete for the contract award. It will provide a condense version of a cost estimate for SRI to include in their proposal.

Analysis of the evaluation criteria.

Solicitation number 6HQOIG-12-A-0007 from the United States Postal Service, Office of Inspector General (OIG) is to identify a subject matter expert in the area of program management. The solicitation did not include a section M, evaluation factors were listed in Provision 4-2 marked Evaluation. The statement of work (SOW) provided a clearer outline of the evaluation criteria in section B.

The evaluation criteria’s is broke down in four sections: technical approach, key personnel, past performance, and knowledge of the mailing industry. Of the four, Technical approach has the highest ranking evaluation factor to be met with a possible 40 points to be earned. Key personnel has a possible 25 points to be earned, 20 points for past performance and coming in as the lowest evaluation factor is known of the mailing industry with a possibility of earing 15 points.

Condensed version of the proposal preparation plan.

SRI’s plan is to develop a proposal that allows the Postal Service to understand that their personnel has the best experience in conducting comparative analysis studies. SRI’s approach will outline detail descriptions of each task listed in the scope of work. It will provide the Postal service an overview of the current management program practices that in place now. Accompanying that overview will be a specifically designed structure to improve the overall effectiveness of the current management.
