Issue Analysis: Gambling

As the State Legislators aide it is my job to conduct research as to what is the best way to go about drafting up new legislation which will ultimately give authorization to the Department of Revenue to assume new duties involving dog races. In order to properly lay out a great foundation I think there needs to be a Division of Racing which would be the division within the Department of Revenue. There also needs to be a Racing Commission implemented. Along with these two important roles come the laws and regulations of pertaining to dog racing.

Within the Department of Revenue there needs to be a Division of Racing which controls situations dealing with enforcement of rules, tax collecting and to even promote racing and recreation. In this Division there will need to be several subcommittees that will focus on main priorities such as animal welfare, Administration, Audit, Enforcement and Licensing. I want these sub committees for the simple fact that there is no way that one major Division is going to be able to focus their time to each issue that arises. With these sub committees all issues will be handled promptly and in an orderly fashion not to mention we do need to look out for the safety of our animals.

Now, the Racing Commission needs to have members that are appointed by the government and then the state senate needs to approve these members. The reason these members need to be appointed as opposed to applying for the position in the Racing Division is due to the fact that these members will make all rule and regulations pertaining to the racing of dogs. These members will also have the final authority over racing over the entire state. It will be required that the members of the Racing Commission meet on a regular basis at least once a month would suffice. As the legislators aide I would also recommend...
