1. Introduction

This paper is analysis the significant aspects of HRM which is Human resource planning. Success in business is dependent on being able to react quickly to opportunities that arise, and economic uncertainty. Predicting future needs for human resources and using existing resources effectively are the basic issues addressed in this paper. In terms of content, HRP can be divided into two levels general planning and specific business plan. It includes general HRP, deploy plan, retirement plan, employee replenishing plan, promotion plan, training plan, career plan, performance & rewarding plan, labour relations plan and HR budgeting plan.

2. Definition of HR Planning

Talent competition will be the focus of international competition accompany by knowledge economy development. The demand and supply of human resource lead to organization is in conformance with this change that is for improving competitive ability. But there is a significant aspect that is Human Resource Planning.

Human Resource Planning is a process of systematically reviewing human resource requirements to ensure that the required number of people, with the required knowledge, skills and abilities, are available when needed.(Stone RJ, 2008)
